As the leading coordinating body for global public health, the World Health Organization (WHO) is challenged to improve country-level work. In May, 2016, the World Health Assembly called on WHO's executive management to use state budgets and professional and social capital to leverage more resources to implement and maintain national programs. The 2017 WHO Country Representative Conference stressed the need to transform WHO into a flexible, inspiring, responsive and influential organization at the country level. Here we explain how the WHO and Thai health authorities (health ministries, out-of-state health agencies, civil society and academia), have developed which country's cooperation strategy responds to these proposals.
